Prepare Cinnamon Streusel; set aside. Heat oven to 350°F. Line muffin cups (2-1/2 inches in diameter) with paper bake cups.
Stir together flour, sugar, baking powder, salt and cinnamon in large bowl. Add egg, milk and oil; stir just until blended. Stir in cinnamon chips, applesauce and nuts, if desired. Fill muffin cups 2/3 full with batter. Sprinkle 1 tablespoon streusel mixture on top of each muffin.
Bake 20 to 25 minutes or until wooden pick inserted in center of muffin comes out clean. Cool in pan 10 minutes; remove to wire rack.
Cinnamon Streusel:
Combine 1/4 cup all-purpose flour, 1/4 cup packed light brown sugar and 2 tablespoons softened butter or margarine in small bowl; mix with fork until crumbly. Stir in 1/4 cup HERSHEY'S Cinnamon Chips.
