Beat butter, granulated sugar, eggs, vanilla and food color in large bowl until well blended. Stir together flour, baking powder and salt; gradually add to butter mixture, beating until blended. If necessary, refrigerate dough 30 minutes or until dough is firm enough to handle.
Heat oven to 300° F. Remove wrappers from candles. Shape dough into 36 equal balls (about 1-1/4 inch each). Roll in powdered sugar, granulated sugar, tinted sugar, sprinkles, nonpareils, or a combination. Place on ungreased cookie sheet.
Bake 12 to 14 minutes or until edges are set. Cool about 2 minutes; press candy piece into center of each cookie. Remove from cookie sheet to wire rack. Cool completely. Makes 36 cookies.
